New (EC)1099/2009 Stunning Regulations - How to Stay Compliant

Since 2014, Animal Welfare Regulations have been set to change the law regarding the use of stunning equipment in slaughterhouses in the UK. New plants and equipment that began operating since the 1st of January 2013 must comply with these regulations already but now the date is fast approach for slaughterhouses that have existed since before 2013 to ensure that they are fully compliant.

What are the new stunning regulations?

The new (EC)1099/2009 stunning regulations outlined in Annex II, paragraph 4(1) read as follows:

Electrical stunning equipment shall be fitted with a device which displays and records the details of the electrical key parameters for each animal stunned. The device shall be placed so as to be clearly visible to the personnel and shall give a clearly visible and audible warning if the duration of exposure falls below the required level. These records shall be kept for at least one year.

For processors this means that your stunning equipment must be capable of capturing and retaining the electrical data for each stun to ensure that the parameters meet the regulations. These key parameters include:

  • Minimum current [A or mA]
  • Minimum voltage [V]
  • Minimum frequency [Hz]
  • Minimum time of exposure
  • Frequency of calibration of the equipment
  • Optimisation of the current flow
  • Prevention of electrical shocks before stunning
  • Position & contact surface area of electrodes

When will (EC)1099/2009, Annex II, paragraph 4(1) come into effect?

For processors registered before 2013, these new stunning regulations will come into effect later this year from the 8th December 2019.

(EC)1099/2009, Article 29(1)

Until 8 December 2019, Article 14(1) shall only apply to new slaughterhouses or to any new layout, construction or equipment covered by the rules set out in Annex II which have not entered into operation before 1 January 2013.
